Just Maybe, the same dynamic that has happened in Mexico and Africa will start to take effect in France - the The realization that despite all their promises, the authorities can't protect you and you had better protect yourself.Disarmed and helpless victims were an essential part of the Paris terrorist plan.

Neil is right. The rulers imagine they can taylor (via the Ministry of Propaganda) any message from a set of facts and factoids, for the masses. But the masses may receive a much different message from the one intended for them.

My French is a little rusty. But I'm wondering if it should be "Je ne suis Charlie pas."
I'm thinking of having a T-shirt printed.

I made one up and put it in the back window of my truck. I will probably put one in my company car, since that will get more exposure.
