Every militia unit should have a comms intercept expert. This person should be equipped with scanners, and know the frequencies and operating procedures of the local constabulary. In this modern age of trunking and encryption, this job likely requires some smarts. In the case of an "event", doing this job at all may require liberating a radio or two. Is that in your plans? Are you friends with the radio dealer that has the city contract?

Getting the first encrypted radio is logistically simple - every officer has one. Then "officer down! Officer down!" can only increase the 'harvest'.

Well, this moron broke a bunch of Federal Laws regarding the unauthorized use of radio frequencies (but Obummer will look the other way). If he had one lick of sense he would have mobile and kept moving around and used the maximum amount of power to keep the Po-Po repeaters locked up on his signal. Most of the Public Service radio systems use a repeater and he who controls the repeater can keep all the others off the radio. Newer technology has digital trunking and in my area the locals have the absolute BEST radio equipment that money can buy simply because of the Chemical Weapons that are stored near-by that have not yet been destroyed by the Military. Looking back 40+ years ago when I was in the Army Security Agency (part of the NSA) we had jammers that would actually follow a radio as it changed frequencies. Once the jammer locked in on the target, they could not escape the jamming. Fun times long ago but technology and frequency hopping radios have happened.

Current public sector radios, like their military counterparts have an identifier installed in their software. Every time you key up, that radio is identified as the one assigned to either you or the vehicle you are using and is logged on the base computer. Think "Blue Force - Red Force" for local tactical situations. While I am not sure if that POPO and F.D radios have the ability to be GPS tagged,(most likely possible) I do know that stolen radios can be shut out of the system, to avoid such interference as mentioned in the referenced article.

In this age of unified cities and counties, and metropolitan police departments, it is interesting to observe in such cases the absence of an elected sheriff, who is responsible to the voters.

Metropolitan government and policing is another euphemism for taking power away from "we the people." Just an observation about a trend that has become increasingly popular.

ag42b: Somebody who faces elections hired those police chiefs and holds their reins. Either they rein in their cops or you make it a campaign issue.

Better yet, if recall elections are available in your state, circulate petitions and have a public referendum on whether to fire the elected officials responsible. Just getting a petition certified by elections officials will get your target's attention nicely before you even start collecting signatures.
